of course by reducing the amount of lktd the city demands it's easier to get to the 100% so there are a number of recommendations want a few of them are highlighted here and strengthening the retrofit rules, promoting energy audits, and through the real estate which we did a couple we go with the lead ratings and the assessors data basis and data for local governments and property owners so it's hard for the city to do smart energy and policy if we don't know where we're starting from so we need to benchmark as a city and need property owners to know what their energy use and patterns are within their own property. the second one is to encourage local renewable energy and dg distributed generation and don't need to build new transition needs and local security and keep the dollars in the local economy and to help with us there are a number of recommendations and they're tinkering around the edge of our regulatory process and rules but ultimately we want to work together to drive comprehensive energy policy to support renewables and continue to take the lead on streamlining the process

you know, when the city economy is weak, that is what the trigger was put in for. there's clearly a reason as to why the city had to reduce this -- for the school district. but i think the emphasis behind where the supplemental came from as we ask the school district how are you going to fund these programs going into the future i hope we have a real conversation next year, as our city economy looks better and our city economy grows as to whether we're going to pull the trigger again on prop h. i think that in last year, when we pulled the prop h trigger to me it had made sense because we didn't have a good budgetary forecast of what revenues were coming in. as the month of june was closing it looked more and more optimistic. as we look at the budget picture now i think many of us asked why did we pull the trigger last year and that was the reason why i introduced what i thought was a modest fundamental in the school district. overall regardless of your position i'm excited that we're engaging in a robust discussion of what it means to partner and support with our

it's an honor to be here with so many distinguished city leaders. i am humbled and admiral thank you for your good work. it's an honor to be in the same room. who knows what this is? good. that sames me time. i'm here to talk about the importance of this room and building and the good work that we do, the building managers and downtown rises in downtown san francisco. i can't stress enough how our members feel the value this room brings to them and when the giants wins and the parade goes down montgomery room we will be in this room and our members that have jobs and will volunteer. why? because they see that value. the value is there is information that we can deliver and where we exist downtown mostly and information here at the city level that can be delivered to us and vice versa. that the absolute value of this room and i can't wait to be back here actually. how does this public-private partnership work? well, for us we started off with our members via emergency preparedness committee and there were many people and it's a hard subject to talk a

cities. they make perfect sense for a dense land constrained city like ours. unfortunately, the proposal is seriously undermined by the idea of a 375-unit cap on market rate edus. it's poor public policy for two reasons. first, while hack could in principle support a threshold that would trigger planning department review, it is simply not possible what could be understood from such a very, very small sample size which is really 1/10 of 1% of the city's housing stock. what conclusions would planning staff be able to reach by studying 375 units? we dispute that that's a statistically valid sample. second, the 375 unit cap sends exactly the wrong message to the market rate builders and lenders. a cap this small conveys in a fairly direct way the city does not support this type of housing, may soon close the window on it, and investors should proceed at their own peril. more generally this hyper cautious approach to new housing while common in san francisco is frustrating to our members. it is yet another example of the contradiction between the values we espouse
